YouTube can use any submitted video in anyway whether commercial or non-commercial. YouTube embedded players do not meet mandatory standards for Accessibility (i.e. no transcripts, subtitles etc). This scenario would be the case across many markets, so those wishing to post videos need to be fully aware of all the implicatiosn and make choices on the hosting solutions accordlingly.
